All data is hosted in Australia, CareMaster is accredited against ISO 27001, and its AI assist gives suggestions while the provider makes the final decisions.
Licences start at $16 per user a month ex GST, with a minimum of five users, plus $135 a month for platform hosting. Guided onboarding is meant to be finished within 30 days.
Greystanes Disability Services' implementation took a month and cut payroll processing from three days to a few hours. NDIS provider Movement Five is another named customer story. Providers in early Roster Optimiser rollouts saw an average 16% cost saving. The operations manager of Big Dog Support is quoted by name on its home page.

Nothing ships without a person approving it. Core operational records are hosted in Australia and not opted into model training. Claims go to Xero and timesheets go to Employment Hero.

Hourglass AI builds and maintains the AI for Australian companies of 10 to 100 people, so the organisation needs no engineer of its own. When models change or things break, fixing them is Hourglass' job. Its Company AI Brain takes in the emails, files, meeting notes, CRM and other systems a business already runs, and turns them into one source of truth on the client's own server. Most clients find information 60 to 80% faster within 30 days.
Its AI Inbox reads, sorts and prioritises every email and drafts replies in each person's own voice, and it never sends on its own. It also offers an AI coworker in Slack. The platform runs on Microsoft Azure in Sydney, and its sub-processor list states that customer data does not train public or third-party AI models.
A free two-minute audit readiness check is the starting point, then Essentials at $99 a month plus GST after a seven-day free trial. ShiftCare sits in its partner network. NDIS provider Vitara CarePilot, also a Cenaris partner, is one of its customer stories, and The Heather SC is another. Cenaris says it saves organisations an average of 15 hours a week.

What to check before you hire or buy one
Start with the guardrails, because staff are already using AI whether or not it is approved. Microsoft's Work Trend Index found that 78% of AI users bring their own AI tools to work. Banning AI does not change that. One page of rules does. It says what goes in (de-identified notes, templates, rosters and drafts), what never does (participant-identifiable data, medication charts and incident reports) and which tools are approved. Where does participant data go?
Participant data guardrails are the rules that decide where a participant's records are stored, whether they train anyone's AI model and who approves what the AI writes. Participant records include health information, which the Privacy Act 1988 treats as sensitive information. Privacy is a design choice, not a blocker. Keep participant records in private systems where your data stays yours. Give the team an approved shortlist of tools. Points for stating that client data is stored or processed in Australia or in the provider's own tenancy (3), stating that client data does not train AI models (3), stating that a person reviews or approves AI output before it is saved, sent or used (2), and naming the Privacy Act, the NDIS Commission or Practice Standards, or a security certification such as ISO 27001 or SOC 2 (2).
- Works with your systems, 10 points. Points for naming a care management or NDIS platform it works inside or integrates with, or being one (4), naming an email or office suite or Xero or MYOB (3), and stating that it works alongside existing systems or imports the provider's existing data (3).
- Time to first build, 10 points. Points for a published figure for time to first build, deployment, set-up or go-live (6), and 4 more if it is four weeks or less.
- Published price, 10 points. Points for an entry, trial, audit or diagnostic price, with a free tier or trial counting (4), a build or licence price (3) and an ongoing price (3).
- NDIS proof, 10 points. 3 points per named NDIS or disability provider client with a number, up to 6, and 2 points per named client without a number or anonymised client with one, up to 10 in all.

Each test is scored 0 to 10 against fixed point values, and the seven tests count equally. The evidence is each entry's own website and its public press, podcasts, newsletters and case studies, read on 1 October 2026. Scores are floors: a claim on a page that was not read does not count. Because Hourglass AI publishes this list, every doubt was settled against it. Where a line on a rival's own page was ambiguous, the rival got the points. Hourglass AI's own ambiguous lines were read strictly. Ties break on NDIS proof, then the boring list. An entry is ranked only if it can be verified, through a registered business or named people on its own site, and shows at least one named client or checkable result.
The tests come from a provider's back office, not a participant's app. Participant-facing tools, aged care suites that do not name NDIS or disability providers, note apps built only for sole traders and custom software houses were not scored.
ShiftCare has full marks on all seven tests. Its set-up time is stated as minutes rather than a number, and that line earns the time points under the ambiguity rule above. Hourglass AI, which publishes this list, scores 46 and ranks eighth. Without the four tests where Hourglass AI has full marks, running without an engineer, participant data guardrails, time to first build and published price, ShiftCare would still be first on 30, ahead of Human Nexus and CareMaster on 25 each.
Hourglass AI loses flatly on three tests. The boring list is 0 against 10 for ShiftCare, Human Nexus and Effica, 7 for Aivy, NoteGate and WebVine, 6 for CareMaster, and 3 for Cenaris. Works with your systems is 6 against 10 for ShiftCare, Human Nexus, CareMaster, Aivy and Effica, and 7 for Cenaris. NDIS proof is 0 against 10 for ShiftCare, 9 for CareMaster, 6 for Cenaris, 5 for Human Nexus, and 2 for NoteGate, WebVine and Effica.
No page on thehourglass.ai says Hourglass AI builds shift notes, rosters or NDIS claims, names an NDIS platform it works with, or names an NDIS client. Its newsletters, podcasts and press coverage were read the same way as every rival's, and none of them does so either. Michael Batko's NDIS Summit deck demonstrates a shift note drafted for review, and this page does not count a talk demonstration as a statement of what Hourglass AI builds.

What NDIS software is best for small providers?
ShiftCare is number 1 on this list, with 70 out of 70. The seven tests are running without an engineer, the boring list of shift notes and rosters, participant data guardrails, systems fit, time to first build, published price and NDIS proof. Human Nexus follows at 59 and CareMaster at 58.
For a small provider, ShiftCare's Basic plan is $8 per user a month on annual billing, before GST, with a minimum of five staff. That makes the floor $40 a month, after seven days free with no card. One system covers the roster and the note, and the Premium plan adds direct NDIA claims through PRODA. Onboarding and training are included on every plan, so a small team can start without hiring anyone to set it up.
Are NDIS providers struggling?
The pressure point is funding against roster cost. The NDIA sets price limits that providers cannot charge above, while support workers are paid under the SCHADS award. A provider whose roster runs above what its plans fund loses margin to that gap, not to any single bad decision.
Human Nexus' own case studies measure the pattern. One community care provider was rostering 12.8% more care than its plans funded. Bringing that back to the funded line removed about $240,000 a month in unfunded labour. A tool that only drafts notes does not touch that gap, while one that also tracks funded against rostered hours does.
What is the AI and technology Summit for NDIS providers?
AI in the NDIS Summit was held at ICC Sydney on 24 July 2026. Michael Batko, this list's author, was on its programme. He wrote a deck for it called "The 'Now What?' of AI", public at thehourglass.ai/ndis-talk, and a companion one-page AI data guardrail template, free at thehourglass.ai/ndis.
The deck has three lessons. Start with the boring work, which in NDIS means shift notes, rostering and progress reports, not the shiny demo. Make the whole team AI-native, not one champion. Build privacy into the system up front, so it never becomes the thing that stops the project. The guardrail template lists what can go into an approved tool (de-identified notes, templates, rosters and drafts) and what never does (participant-identifiable data, medication charts and incident reports).
